We'd get water in the basement that basically came up from below when it rained to the point where our very clay/shale soil would get completely saturated.

During the horrendous rains that came with Hurricane Irene, in which my in-laws got 4 FEET of water, we heard only the sound of the water flowing past the Bilco door into the speed drain and down to the sump.

Before I even read the other comments, I was thinking about how nice a light blue would look on those shutters - reading through the comments, it seems I'm not alone in that opinion. A light blue with just a hint of green to warm it up, like a Tiffany & Co. box, or a robin's egg.
